Let’s see… Republicans were responsible for FY 2007 Budget, the Democrats were responsible for FY 2008 and later, having taken over Congress in the 2006 election.

That’s the one thing that annoys me about Dean: He keeps insisting that FY2008 and FY2009 are Republican budgets, merely because Bush was in office. Which is just… ridiculous!
